Superintendent. C. S. Collins, who is retiring from Scotland Yard after devoting thirty five years or more to the work connected with the Identification of criminals, stated that the conclusion it which tie has arrived as the result of all his experience, is that crime is largely a question of environment Improve that, he said. do away with slums, and petty crime, at any rate, would be reduced con siderably...
As chief of the Central Finger Print Bureau, he has seen a far greater number of criminals identified than was ever possible, before the perfection of the pre- sent system. The effect of this identification has been to give longer terms of punishment to old offenders. Four hundred thousand printing ink sets of finger im pressions have been taken in the past quarter of a century, Ten per cent. have been those of women. In children's courts the system is not in force.
By the finger-print system Supt. Collins said previous records against criminals, no matter what name they may give, are discover. led in a few minutes, If, as some- times happens, prisoners refuse to have an impression taken they are sent to jail, and the warders are instructed to do the work. Since the introduction of the system 250,000 identification have been made at the bureau.

Neither of them had then developed the system "as a means of identification."
Superintendent Collins also in vented a system of telegraphing, by means of a code, finger-prints to other countries.
There is a great deal of research work still to be done, and Supt. Collins intends to devote his spare time to it.
