The report states that in the first ten months of this year 204 mor ders, or exactly 100 more thin in the whole of 1920, were committed in the city. Inst nonth no fewer than 36 murders.or more than one per day, were investigated by the police.
Surveying a period of three years, the Commission finds that while 991 murders were committed, only 485 individuala were indicted. 480 Aried, and 250 punished.

Captain Barrett also has played cricket for Hants. Born in, the year 1879, he was educated at Cheltenham College and entered the Royal. Military College in 1899. In 1900 he held a commission in the Lancashire Fusiliers and fought with that regiment in the Boer War, putting in some very fine. service. In 1908 he joined the Malay States Guides a regiment of Sikhs, with whom he gained the intensive knowledge of Sikh character which has proved so invaluable in Shanghal. His handling of the Sikhs in China during the war, and his fine work in keeping the seditionists under his thumb fully earned him the C. I. E. conferred on him subsequently. He came to China in 1907, when he joined the Shanghai Municipal Police' Force
