The report states that in the first ten months of this year 204 mor ders, or exactly 100 more thin in the whole of 1920, were committed in the city. Inst nonth no fewer than 36 murders.or more than one per day, were investigated by the police.

In 1908 he joined the Malay States Guides a regiment of Sikhs, with whom he gained the intensive knowledge of Sikh character which has proved so invaluable in Shanghal. His handling of the Sikhs in China during the war, and his fine work in keeping the seditionists under his thumb fully earned him the C. I. E. conferred on him subsequently. He came to China in 1907, when he joined the Shanghai Municipal Police' Force
