HONGKONG, THURSDAY, MARCH 5, 1925.
OUR £250,000 GIFT..
SINGAPORE BASE CONTRIBUTION. HONGKONG'S OFFER ACCEPTED. Using the Shipping Control Surplus Funds.
Hongkong is giving £250,000 to the Imperial Government as the Colony's contribution towards the cost of the Singapore base scheme
The moriey will be found from the shipping control surplus funds. These funds represent the profits on trading carried out by a special committee formed in. Hongkong during the war for the purpose of making use of certain ships.commandeered by the Ship ping Controller and handed over to the Hongkong Government to manage. The Committee was pre- sided over by the Hon. Mr. A. G. M. Fletcher, C.M.G., C.B.E. It may or may not be remem bered that there were seventeen ships under the control of this comittee, none of them of what might be termed of the best class for the reason that all the bigger vessels had been taken for the purpose of conveyance of troops and other vital work. However, the seventeen ships were auf- ficiently big to be used for the purpose of conveying food supplies
The owners were paid what was generally accepted as liberal amount for the services. of the bouts, the same rates as were paid all over the world for simi- Jar juisitioned, service, but as the result of very successful trading considerable profits were made by the committee.
Upon enquiry of the chairman of the Committee this morning the "China Mail" "was informed that the sum of £250,000 offered. to the Imperial Government re- presents practically the whole of these surplus profits..
1 follows therefore that the suggestion that the surplus, ship- ping control funds should be used for providing naval patrols to deal with piracy has now been effectively disposed. This sugges tion was made, in the Minority Report on the Prevention of Piracy, which suid: “If the Estimates for His Majesty's Navy do not permit of the immediate construction of the indicated craft by the. Navy it is urged that Hongkong Government might fit. tingly apply to this purpose the surplus shipping control funds as yet unappropriated to any parti. ' cular purpose, or if these are un- available for the time being, in the interests of the general trade. of the Colony Hongkong Govern- ment should accept responsi- bility,"

Early last month the cables atated that a conference of Admirals of the China, East India
and Australia squadrons had been arranged to be held at Singapore with the object of exchanging views on the naval situation, according to the pre-war practice, when meetings were held annual- ly. There was no question of the province of the Ministers in formulating any policy, which was London. Therefore the meeting was a matter of ordinary routine and had no special significance. Earlier cable stated that besides HMS. Hawkins, H.M.S. Concord," H.M.S. Adelaide, and. H.M.S.
