Lord Robert Cecil offered that the British Government would undertake to abolish opium-smok- ing in British Far Eastern territories in which smoking was temporarily authorised within a perlod of not more than fifteen years from the date on which effective measures by China to suppress cultivation had reached a stage where there was no danger of smuggling from China into those territories.
