Herr Trendelenburg, the chief of the German Commercial delega- tion to Paris, has proceeded to Paris bearing fresh instructions of the German Government, which cannot agree to France's suggest- ed provisional arrangement. Consequently, unless an im- mediate agreement is reached, the German" Customs cariff of 1902 will be applied to French goods.
