THE OLD OLD STORY.

China's attempt to curtall the smuggling of oplum, the statement continued, had not met with the co-operation of those Powers, whose nationals were engaged in the traffic. Production of oplum in China had practically ceased in 1917 when -the British had agreed that Indian Oplum should not be exported to China. No Power was more concerned than China with regard to the total suppression of the use of prepared opium. This result could not be hoped for without the whole- hearted co-operation of all Powers possessing territorial interests in China.

POLITICAL UNREST BLAMED.!!

The statement admitted that the Chinese. Government regretted the recrudescence of the cultivation of the poppy and production, and use of prepared opium in view of the temporary disturbed political conditions in China. The Chinese people were suffering, owing to foreign- grown opium being smuggled into China,. Also a large amount of foreign-manufactured parcotics. 'were illegally introduced and sold in China. ·

The statement concluded by suggesting that the smoking of prepared oplum be declared harm- ful and therefore illegitimate; that the importation of opium except for medicinal and scientific.uses. be immediately forbidden; that export likewise be prohibited; that these undertakings be applied to the colonies, and dependencies agreeing with the Powers that the use of prepared opium be forbidden, excepting to addicts requiring special treatment,-
