CHALLENGE TO CONSERVATIVES

LONDON, October 25, A remarkable communiqué has been issued by the Labour Party Headquarters.

It categorically describes as untrue: Firstly, the statement that the letter, attributed to Zinovieff, has been discussed by the Cabinet.

Secondly, that it was intercepted in the post and photographed, and later delivered to the Com munists in the ordinary way,

Thirdly, that the Labour candidates had been 'Instructed not to talk about the Russian Treaty.

THOSE CONTRADICTORY STATEMENTS.

The communiqué states that obviously the con tradictory statements of the Foreign Office and Mr. Rakovsky, regarding the authenticity of the docu ment, cannot be Anally settled until after the election and Mr. MacDonald's return 10 the Foreign Office.

AN OPEN INVITATION.

The communiqué invites - the Conservative leaders and the paper, first in possession of the alleged document, to be frank with the public and state how they came into possession of it.

LONDON, October, 24. According to the Paris L'Oeuvre, the Minister of Finance, has signed a contract with a group of American bankers and the Firm of Morgan and Co. for a Loan of three milliard francs to France.

It is stated a proportion of the proceeds will be devoted to the liquidation of advances by the Banque de France. The loan will be issued in two instal- menis, the first of which will be marketed in America. early in November.

Up to the present, no official confirmation is available.
