TETUAN, October 20

On the occasion of his appointment as Commander-in-Chief of the Spanish Army in Africa, General Primo de Rivera, has issued a prociemation to the troops.

He declares that after the necessary efforts have been made to save the honour of the Spanish arms and the lyes of the soldiers, the territories will be arranged so that Spain will accomplish her | mission without detriment to her national prestige. Spain will soon restore the situation; then the time will have arrived for necessary legislation. Meanwhile no effort must be spared to and the Moroccan problem.

The Republican spirit had won certain suc cesses in Germany, but France cannot yet feel reassured. Germany still seemed to hesitate between two paths. The foundation stone, of the first mosque to be built in London, was laid this afternoon at South Fields, Wandsworth

The building will cost about £10,000, but at present only the mirab, or praying place will be bulit,
