AMENDMENT REJECTED..

The House of Commons rejected by 257 votes. to 207, the Conservative amendment, providing that the commissioners should adjust the boundary without substantially altering the area of Northern Ireland,'as fixed by the government of Ireland Act of 1920.

LIBERAL AMENDMENT.

In pursuance of the resolution of thể Chinese. House of Representatives, the Chinese Government telegraphed from Peking on September 20, to the Chinese delegation of the League instructing it to An unexpected development in the political press for the reselection of China to a seat on the situation has occurred, owing to the tabling of a Council of the League. CHINA AND FROTOCOL Among the speakers, prior to the voting on the resolutions, the Chinese delegate said, owing to the distance of his country, he was unable: to consult his Government regarding the protocol, but the delegation was prepared to vote for the -resolutions adopting it. He rejoiced-at-his-ability to participate in this manifestation of human solidarity.

ATTITUDE OF HOLLAND.

THE HAGUE, October 2,4

It is semi-officially stated that although the security of the disarmament protocol is regarded here as marking an important advance, the Dutch Government considers it advisable, in view of certain points, to reserve the right to consider the document before finally accepting it.

PASSES THIRD READING.

The House of Commons passed-the-third-read-- ing of the Irish Boundary Bill by 251 votes to 99.

MR. THOMAS' PROMISE.

The chief interest, emerging from the debate was the undertaking would that Mr. JH. Thomas sympathetically consider the suggestion by the Ulsterman Reid to compensate for property peple wito through boundary changes find themselves transferred. This is in order that they might be enabled to re-cross the new border and re establish themselves.

GENERAL ELECTION DISCUSSED.

PREMIER'S RESIGNATION IMPROBABLE.

The consensus of opinion regarding the Geneva compromise is opposed to any interference with Australian's sovereign rights. The "Morning GOVERNMENT DEFEAT FORESHADOWED. Heraldotes that the clause-Is-permissive and not mandatory, and hopes that the League will think twice before oxercising its opition in connec tion with emigration." It says that to bring im- migration within the purview of the League will probably lead to the dissolution of the League itself. The "Daily Telegraph" requires more, information-but says that if the terms have been made the subject of any sort of compromise, the Australian delegates have made a fatal mistake.

IMMIGRATION NOT INVOLVED. --

TOKYO, October 2, Japan's objection to the protocol raised by Mr. Adachi at Geneva is entirely one of principle and is not connected with the immigration issue, which she has no intention of submitting for adjudication to the League, said the Foreign Office spokesman for Baron Shidehara. He stated that Japan believes that if the aim of the League is realizable, its powers should extend as a matter of principle to all kinds of differences ocurring between nations.

This morning's papers greatly appreciate the compromise reached and are of the opinion that its acceptance will enable the League to make a larger contribution to world peace instead of miting its activities to Europe only, as seemed to be the pur pose of the original draft protocol.

QUESTIONS IN COMMONS.

LONDON, October 2, Replying to questions in the House of Com- mons on the subject of. Geneya, Mr. J. R. Clynes; Deputy Leader of the House of Commons, could only say that the protocol was not binding on any Government until formally approved He added that the British representative at Genva had made it clear that approval would only be given after full consideration by Parliament.-

Opportunity for discussion would ́be' found as soon as possible.

Ropiving with regard to supplementaries, Mr. Clynes said it was not merely proper, but necessary to supply for the purpose of parliamentary discus- sion, a clear statement of the policy of the British delegation et Geneva,

ASIATIC · DISAPPOINTMENT:

(Reuter's Service.)

LONDON, October 2.--. Reuter's Lobby correspondent says it is strongly believed to-night that Government will be defeated by the conservative vote of censure on October 10 and that a General Election will follow.

Nevertheless in the event of defeat, all parties will probably agree to pass the Irish Bill.

to adopt, it is not believed, however, Mr. While Government is considering what course MacDonald will resiga.

Political opinion is emphatic he will appeal to the country on Labour's handling of foreign affairs and on its programme relating to domestic affairs.

LABOUR FULLY PREPARED.

With reference to the talk of an impending General Election, a Labour Official in an interview with Reuter today, said the Party was ready, Labour organisation was 'at it highest pitch of per fection: The party would vigorously defend the Anglo-Russian treaties.
