Neutral Zone Is Wanted.
From latest news from the seat of war, it seems apparent that the main objective of each leader is to reach Shang- hai first, rather than come into clash if it can be avoided. The "plan of campaign", below is written by one who has been over the ground in happler times.. He has been guided in his drafting by the news contained in telegrams from our corress • pondent on the spot.
It will be seen that the Powers have taken measures to get "both" "Chekiang and Kiangsu lo agree to a neutral zone being declared in the vicinity of Shanghal. What the upshot will be remains to be seen.
Plan Of Campaign. The present war is being wnged, chiefly, on two sectors, each at considerable distance from the

Neutral Zone.
According to a Shanghai tele gram to the Tai Kwong Po," as result of preliminary discussions between the Diplomatie Corps and a certain quarter in Peking, the following will probably form the basis of a "neutral zone" around Shanghai and Woosung, viz.:--
