Mr. Lloyd George challenged Mr. Arthur Ponsonby, Under-Secretary for Foreign Affairs, to state a single subject in dispute which had been settled by this so-called Treaty.
He opposed the guaranteeing of any loan to Russia.
Mr. Ponsonby replied that the agreement secured to the members of the House of Cornmions every right and safeguard. They were making a satisfactory beginning by establishing machinery. giving the Soviet Government an inducement 10 settle rapidly; because not one penny would be guaranteed until all points were settled.
When asked the proposed amount of the loan, Mr. Ponsonby replied that loan negotiations would only be possible after the second Treaty had been concluded. He said he was unable to give the House any idea as to the amount. It would be for the Government to judge the amount when liabilities had been satlifed..
LLOYD GEORGE REPLIES..
Mr. Lloyd George said that the grounds of last evening's adjournment had been complied with when the Prime Minister stated that the Treaties would be available to the House. He therefore supported Mr. J. Clyne's appeal that the House should discuss the adjournment

Consequently the Russian debate is virtually dead and a vote is unlikely...

Confiderable progress was authoritatively announced at the conclusion of to-day's sitting of the Reparations Conference. The Germans agreed to consider the loan as a moral obligation, thereby satisfying one of the Reparation Commission's essential conditions of the enforcement of the Dawes' plan.

It is also stated that the Dawes plan, on the request of the Germans, will be put into operation un October 5 instead of October 10.
Further progress was made in the discussion of the First and Second Committees' reports, on which agreement has virtually been reached.
