LONDON, July 24
The organisation committee of the German Railways, consisting of Sir William Mackworth, M. Le Verve, and two German nominees, have con- cluded the task of drafting laws, turning the German State Railways into a company under Allied control as laid down in the Dawes' Report
The company will be the biggest in the world. The staff will number 7,000 men.
A draft of the proposed laws has been sent to the Reparations Committee for approval.
A CRITICAL “STAGE.
Though competent French quarters in London' admit a certain deadlock, feeling is not pessimistic and it is not believed that the Conference is about to break down. A..prominent delegate declared, on the contrary, that a way will, certainly be found eventually out of the difficulty in regard to proper guarantees to the bankers and the maintenance of the sovereign rights of France according to the Treaty of Versailles.
The Paris Press generally agrees that the London Conference has reached a critical stage, but that it is premature tu talk of a rupture.
"Le Petit Parisien anticipates that the difficulty with the financiers will be overcome in a few days by the adoption in a modified form of the suggesdon of M. Theunis that in the event of the necessity of imposing fresh sanctions, other than those recommended by the Experts committee, the Power which will impose such sanctions shall guarantee the service of the German loan. :-
British circles are not pessimistic in regard to the Conference, but are now convinced that the Conference will last for some time, possibly until the first week in August.
