LONDON, July 17.

Three committees were appointed by the A députation, headed by Mr. Stanley Machin Allled Conference, at a meeting yesterday after-President of the Association of British Chambers of noon at the Foreign Office

They will deal firstly with the problem of German default; secondly they will consider the best way of restoring German economic fiscal unity; thirdly methods for transferring German payments from the receiving body in Berlin to creditor countries..

FIRST GOOD MOVE.

The first important result of the Conference reported has been the announcement by Colonel Logan, the American Observer, that the United States does not object to the appointment of an American representative on the Reparations Com. mission in order to establish flagrant default on Germany's part.

As the United States Government is unable to nominate an American member of the Commission without the consent of Congress, which does not meet the Autumn, the Committee decided that the American representative should be nominated' by the World Court at The Hague. ・・

As regards Dominions representation, con- sultations are progressing and it is said to be certain that representation will be arranged in time for the next plenary meeting of the Conference.

THE DOMINION ISSUE..

LONDON, July 16.

The Dominions were not represented at the mörning's meeting but it is understood that they will be represented at future meetings. Mr. J. H Thomas and Sir Eyre Crowe, in addition to Mr. Ramsay MacDonald and Mr. Philip Snowden, com». posed the British delegation.

LONDON, July 17.

The Imperial Constitution issue has arisen again in an acute form in connection with the inter- Allied Conference, which opened without direct Dominion representation. Conversations between British Ministers and the Dominions' High, Com misslorgers during the past week failed to reach any agreement regarding the character of Dominion representation, notwithstanding the insistence of Canada and Ireland that they were unable to be bound by the Conference decisions unless they directly participated in the discussions.

Commerce, and including representatives of London, Huddersfield, Halifax and Sheffield, waited upon Mr. William. Lunn, Parliamentary Secretary for Overseas Trade, in the House of Commons in-day.

They represented the serious effect made oşitle Woollen Trade by the new Japanese tariff. They. 'urged efforts might be made to postpone the opera tion of the tariff, so that goods in transit waiting shipment or on order should not be subjected to the new duties which in some cases were nearly ico per cent.

STEPS BEING TAKEN.

ME Lunn replied that the Board of Trade and the Foreigh Office were doing what they could for the interests of British exporters. He was hopeful. that goods actually en route to Japan would not be liable to the new tariff. The Government fully' realised the seriousness of the position and were doing their utmost to mitigate it.

The Japanese Commercial Attaché, who was present, undertook to make representations to his Government in the matter.

MONTE VIDEO, July 17, Steamship passengers, arriving here from Santos, describe the situation at Sao Paulo as grave.

A prominent South American states that the revolutionaries so far. from retreating are daily advancing, They number 20,000 exclusive of civilian helpers.

The rebels are in complete possession of Sao Paule and can take Santos whenever they wish. They are requisitioning supplies and are distribut ing them among the inhabitants. ***
