LONDON, July 15. There is much activity in Downing Street in preparation for the Conference to-morrow.

The weekly meeting of the Cabinet was held to-day instead of to-morrow in order to leave the Premier, Mr. Ramsay MacDonald, free to devote his whole attention to the Conference.

The French delegation to the Conference was welcomed at Victoria Station by the Premier, Mr. Rainsay MacDonald, the French Ambassador "and I members of the French Embassy Staff.

Mr. MacDonald and M. Herriot exchanged the most cordial greetings. The crowd shouted:

Vive Herrlot, Good Old Ramsay.

The delegation does not include Marshal Foch but his Chief-of-Staff, General Desticker, has arrived.

The Italian and Belgian delegations have also arrived in London and were welcomed by repres sentatives of the Premier.

NEW YORK, July 16, Officials raided an Italian steamer from. Genoa this morning and seized 600 packages of narcotics, which it is alleged were intended to be smuggled into the country.
