JUDGE FEETHAM'S APPEAL

LONDON, July 6

In the course of a statement to the press, ro. garding Mr. Ramsay Macdonald's references to the possibility of the two Irish Governments reaching an agreement before the boundary commission is constituted, Mr. Justice Feetham says Mr. Cosgrave, and Northern Ireland respectively) have agreed to and Sir James Craig (premiers of the Irish Free State his acting on those lines and are giving hins op portunities for an informal discussion for the pur- pose of seeing whether an agreed settlement is machable. They are also giving him facilitics to tour both sides of the border and study the economic, and geographic conditions.

Meantime Mr. Justice Feetham appeals to the Anglo Irish public and press to abstain from controversial comment on questions involved in article 12 of the Treaty.

Note: A London message of June 4 stated that Mr. Ramsay" Macdonald, in the House of Gemmons, jstimated that the Government had secured a chairman for the Boundary Commission. He would announce the nagie to-morrow..

The Government had iso depided to ask the judicial committee to advise thein regarding the. legal and constitutional powers to constitute the Commission.

The committee would include the Chief Justice of Australia and he hoped also a member of the Canadian bench.

There was every roason to believe the judicial committee would be able to sit and resolve the

The representatives of fourteen, minority candidates before the Democratic Convention agreed to release their delegates in the hope that Smith and McAdoo would do likewise.
