PARIS, June 10, M. Millerand's message was read in the Chamber of Deputies this afternoon by Francois Marsal and in the Senate by M. Ratier, Keeper of the seals. In the course of the message 'M. Millerand declared that he had faithfully kept the solemn engagement he had made before the country and refused to desert his post. He called on Parliament to respect the constitution..
The message says: "You will respect the constitution if you disregarded it. If it was intend ed henceforth that arbitrary action by the majority could compel the President of the Republic to resign for political reasons, the President of the Republic would only be a plaything in the hands of parties and you will assist me to avert such a formidable .danger."
