POINCARE'S SWAN-SONG.

HIS EXPLANATION OF ELECTION,

PARIS, May 26. The Councils General which are the Adminis trative Councils' departments met all over-France to-day. M. Poincaré, présiding over the Councils General at Meuse delivered an address which can be regarded as the swan song of his premiership.

He said that the recent elections were an expression of discontent at the dearness of living and in no wise a disavowal of his foreign policy which his successors were bound to continue. M. Poincaré called on his supporters to give the new govern ment fairplay, but bade them zealously watch for the maintenance of essential national interests (reparations, security of Budgetary balance and individual liberties.) He defended the

occupation of the Ruhr saying that he would have much preferred a joint allied instead of a Franco- Belgian seizure of guarantees but Viscount Harding, British Ambassador at Paris at the time wrote him on December 20, 1922 that British opinion had act allowed the British Government to adopt such a solution-Reuter.
