THE CHINA MAIL.
„A secure place in the history of our time as well as a niche in the esteem of posterity may safely ba assumed for Sir Henry Lucy, the famous Victorian journalist, whose death is reported. His "Diary of Toby, M.P., was the first journ- alistic presentment which, by. giving parliamentary debates the requisite touch of humanity and humour-made-the day-to-day life and speeches of the House of Commons a subject of popular interest. In the Press Gallery of the House of Commons, Sir Henry Lucy was the best-known occupant for very many years. In his own department of journalism he stood alone the parlamentary chroni cler emeritus of our time.
Born in Liverpool and educated there and in Paris. Sir Henry Lucy began life in the office of hide merchant in his native town. In the warehouse he was known as "The Poet" after a Liverpool newspaper published some of his verses. That early success deter mined his career. A warm letter of recommendation from the late Lord Russell, then Mr. Edward Russell, assistant editor of the Liverpool Post, secured for him the post of chief reporter
on the Shrewsbury Chronicle, He even tually became editor and part-pro- prietor of another Shrewsbury paper. After some five years of provincial journalism. he "decided to try his fortune in London.
It was on his first Tondon paper, the Pall Mall Gage, that Lucy began in the Gallery of the House of Commons the career which was to make him famous-and Parlia-| mentary politics more amusing.
In 1873 he joined the Daily News as chief of Its Gallery staff and writer of its Parliamentary sum- mary." In 1881 he became "Toby," M.P., of Punch and began contr buting the famous "Diary" in
