Mr. Ramsay MacDonald in a speech welcomed the delegates to the Anglo-Russian conference and said the conference was the completion of an act granting de jure recognition of Russia and in no way altered the fact that recognition was granted without qualification.

Russia was ready also to contribute in every way to the universal decrease in naval armaments subject to certain political guarantees.

As regards the League of Nations, the Soviet Government was prepared to associate itself with the plan of international organisation which ex- cluded measures of coercion and reprisal and futo which all the governments entered of their own freewill and on a footing of perfect equality.

REVISING THE TREATIES.

M. Rakovski said the first condition of a stable peace was revision of the Treaty of Versailles and the Treaties connected with it.

The reorganisation of Europe could only be stable if it was based on the will of the peoples and took into account the peoples' aspirations of national independence.

The Soviet Government was therefore prepar- ed to support and pursue a policy of revising frontiers on ethnographic principles and applying plebiscite plan where necessary, as in Bessarabia. The Soviet Government fully shared the British view that mutual non-intervention in internal affairs was one of the indispensable conditions for the creation of mutual confidence.

The conference finally appointed an organising committee to supervise its labours.
