The memorandum dissipates the view.supposed to be entertained by the Russian Government that upon settlement being reached very large amounts will immediately be available from any source.
The memorandum points out that investors will only supply money where conditions appear safest and full confidence has been again created.
As regards the numerous fields for the invest- ment of permanent capital, the memorandum shows that Britain in the past three years has on an average lent the British Empire £80,000,000 a year. The total available to lend throughout the world last year was £97,000,000.
The memorandum declares that banking credits are bound to remain limited while foreign trade is subject to the Russlan Government's control.
