According to a Canton Government communique, Dr. Sun Yat-sen has received a telegram, dated March 23, from Mr. Borodin, the Russian representative at Canton who is at present on a visit to Peking. It may now be stated that, besides discussing with Mr. Borodin matters directly connected with his mission, Dr. Sun has had occasion to communicate to him his views on the group of major questions awaiting settlement between China and Russia. These views have since been elaborated into a body of doctrine relating to China's foreign relations and incorporated into the official programme of the Kuomintang as defined and settled at the Party Congress which was recently held at
