LONDON, March 25. The Singapore debate opened with Sir Robert Horne, former Chancellor of the Exchequer, moving a reduction of £100 in the Navy estimates as a protest against the Government's policy.

He said that the Government, while professing to consult the Dominions, merely announced its decision to the Dominions and did not give them a chance to do anything to alter the Government's judgment.

He had never seen a consultation take a more discourteous form and he, emphasised that the Dominions mainly concerned-Australia and New Zealand-Opposition Cheers) most "em- phatically protested and expressed diamay at the Government's decision.

Replying for the Government, Mr. C. G. Ammon, Parliamentary Secretary to the Admiralty, sald the Government was not challenged on the question of naval and military strategy. In view of the reported desire of the Americans for an international disarmament conference we should make a moral gesture in the hope that there would be some co-operation. We would be in a much stronger position if, after exploring all the possibilities, we were compelled to continue our armament policy.

Referring to Mr. Bruce's views Mr. Ammon pointed out that the Leader of the Opposition in Australia said he did not believe Australia was in any danger of attack, and did not think there was any danger in the Pacific..:

Mr. Ammon declared that a base at Singapore world undoubtedly bamper the establishment of international confidence and lay our good: faith open to suspicion. LONDON, March 25, The bewildering political situation in Ireland resulting from the army crisis was somewhat relieved to-day by the announcement by Mr. Joseph McGrath, Minister, of Industry and Com merce that five members had postponed their resignation from the Dalt and the other deputies who had also threatened to resign were doing likewise

The threat of resignation was made as a protest against the Government's alleged breach of the undertaking given by Mr. McGrath that desert- ed officers, who surrendered would be reinstated and the incident closed.

In connection with despatches from Toklo re- porting, that Admiral Murakan, Minister for the Navy, has approved in principle of American: suggestions" for further reductions in naval armas ments, the State Department, denies that any sug- gestion has been made beyond action by the House of Representatives in inserting an amendment in the naval appropriation bill asking President Coolidge to call an international conference for further limitation in naval armaments,

Officials at the White House added that the United States, had not inquired of other governments relative to a new disarmament conference.
