Many matters vitally concerning the Colony's commercial and general welfare were discussed in the speech delivered by the Chairman of the Hongkong General Chamber of Commerce at the annual meeting of that body held in the City Hall yesterday afternoon.

"Among the more important topics raised were wireless, broad- casting, harbour development, storm signals, opium laws, customs "duties, military lands, and the telephone system.

Regarding piracy, the Chairman said the Chamber looks to the Government for more complete measures., The Chamber does not favour convoys and considers one of the first essentials an adequate
