The question of world transport as it affects ships, and shipping in the theme of a lengthy article which
appears in a shipping supplement to the Glasgow Herală, from the pon of Mr. William Henderson, joint manager of the Anchor Line. Mr. Henderson is not unduly optimistic in his cop- clusions as to the future brospects of shipping, but he is at least hope- ful that we have seen the worst of the deplorable depression that is On being experienced.. to-day. the question of State Interference with shipping he is, with the majority of shipowners, convinced that freedom of action is essential to success. Dealing with, the prospects of 'ebipping as concerns foreign competition, Mr. Hender- son says:-
There are ominious signs that certain foreign countries, including the United States, are meditating by preferential legislation and by direct and indirect subsidy to bols- ter up their own mercantile marines and to obstruct the mercantile marine of this country. All ex- perience goes to show that an efficient and prosperous mercantile marine can only be produced and maintained by the initiative, enter- prise, and resource of the in- dividuals engaged in it. The policy of flag discrimination was aban- doned by Great Britain in 1849 and 1854, in which latter year, even our coasting trade was thrown open to the shipping of the world Though our decision was taken because of the advantages accruing to us commercially, it is nevertheless. worthy of note that it was taken subsequently to vory vigorous. protests from the United States In 1847 against our policy of flag discrimination."
As to the prospects for the em ployment of shipping and its effect on the production of new tonnage, he says: Shipowners are dubious about placing orders. for new ships, and the prospects of profitable employment in the immediate future1 are: not bright. Nevertheless the tendency of freights is upwaids, and, as the price of ships is not likely to fall; it is possible to commend to shipowners the placing of new orders not only as a patriotic duty, in face of the prevailing unem- ployment, but even as a legitimate business risk.” The whole ques- tion of shipping, employment; in emigration, in the passenger trades, in the freight services, and the effect of combines, the quota in U.S. ・ emigration, and general official restrictions is coveredțin the article, which is well worthy of a close study by all interested in ships and shipping, wirel
