MR. FLETCHER DENIES DISCOURTESY.
Events during the week-end have confirmed the "China Mail's announcement on Saturday that keen dissatisfaction existed amongst China Coast officers over the naw piracy regulations and that an organised protest, which some people put as high as a general strike, was contemplated.

The Guilds claim that the defence should come from without (in the shape of armed escorts and convoys) and not from within at all and the Government take the stand that there must be a measure of both.
-
One of the Guilds' chief complaints, as voiced by Mr. T. T. Lauren- son, assistant secretary of the China Const Ollicers Guild, was that the Guilds' representations to the Government in connection with the draft piracy regulations were ignored and not even acknowledged. This was denied by the Assistant Colonial Secretary (Mr. A. G. M. Fletcher,: C.M.G., C.B.E.) when interviewed this morning. Mr. Fletcher showed; a "China Mail" reporter the file on the subject which includes a letter from the Government specifically acknowledging the letters from the Guild which conveyed the China Coast.officers' views. Mr. Fletcher states that he and the Captain Superintendent of Police personally communicated to the Guild Secretaries the Government's attitude on the suggestions made. GOVERNMENT'S ATTITUDE.
