PARIS, March 9.

M. Millerand. the President, M. Poincaré, the Premier, M. Delasteyric,.Manager of the Bank of France and several prominent financiers conferred at the Elysee this morning with regard to measures necessary to improve the financial situation and restore the franc.

The Government intends to impress upon the Senate the urgency of passing new financial measures for rapidly reducing expenditure and ending the loan policy.

It is understood that the Bank of France will continue to associate itself with the Government's efforts.

[Many reasons are advanced for the sensational fall of the franc which is causing constemation in France. The fundamental weakness is attributed inter alia to the Ruhr policy and the French Government's refusal to impose adequate taxation owing to the people's disinclination to bear it.).

The Senate Finance Committee examined M. Poincaré's financial proposals the whole of yesterday morning and passed a number of articles, but amended others.
