It has remained for a Chinese newspaper to point out that the three ruling powers in China are Politicians, Militarists, and Bandits. These three classes are ruling and ruining the country, By politicians is meant those who depend upon politics for a living including members of parliament and officials. The events prin- cipally recorded in the news. papere is that of the plotting of politicians, or the fighting of the militarists, or the burning and aacking of towns by bandits. That a Chinese newspaper is courageous enough admit and publish these facts is an encouraging sign. All that seems

The new regulations published in the "Government Gazette" differ very little, it appears, from the draft sent out by the Government.
