The British and the French both desire security-the French security against Germany and the British security against war. The problem of security is not merely a French but a European problem.

WORK FOR THE LEAGUE. Their task must be to establish confidence which can only be achieved by allaying inter- national suspicions and anxieties. Whether, this can be partially achieved by local de-militarisation and neutralisation by the creation between certain States of bands of neutralised territory under mutual, or even collective, guarantees and super vision, or by some other means, is a matter for careful consideration in detail. Mr. MacDonald believes the League of Nations by discussion and eventual action might play an important part this. The assent and goodwill of every European country must be enlisted in support of this policy, which can only be initiated if France and England are agreed.

DEBTS MUST BE PAID:

After alluding to British apprehensions with regard to French activities as already cabled, Mr. MacDonald expresses the opinion that these states British and French of opinion have vitiated relations in the past and have often induced the two Governments to indulge in altercations with regard to symptoms of the malady without endeavouring with clarity and good, sense to investigate the causes. It is a thoroughly unhealthy condition which gives him much concern, and he believes disturbs M. Poincare too. He is heartily anxious that they should get together, and try to, give both these sections of French and British opinion some sence of confidence that the basis of their tears and resentments is being removed,

JOINT ACTION VITAL.

LONDON, March 2.

Mr. MacDonald says that nobody who has to observe British opinion to day can afford to over- look the urgent necessity of reaching arrangements. with regard to the Ruhr, the Rhineland and the Falatinate without delay.

After dealing with security and reparation as cabled, Mr. MacDonald concludes that if they can achieve agreement on the main principles which inspire us and if these principles can be explained to our respective peoples and public opinion Similarly the French desire reparations mainly there would then be little doubt that many sub- from payments by Germany. POINCARE'S REPLY.

READY TO COOPERATE.

M. Poincare, replying on February 25, expresses, full, agreement with Mr. MacDonald's review of the questions and the methods of solution. He disavows all intention on the part of France polid- cally or economically to annihilate Germany or to Mr. MacDonald says the people of Britain annex a particle of German territory, though he sug regard with anxiety what appears to them to be the gests the Rhine should be made, the barrier against détermination of Frence to ruin Germany and aggression.
