WASHINGTON, February 14 Developments in the oil case are ensuing with sensational rapidity.

A startling statement made by the banker Mr. Vanderlip yesterday alleging that an excessive price was paid to the late President Harding in connection with the sale of his newspaper, the Marion Star, shortly before his death, has aroused much resentment and Mr. Vanderlip has been subpoeaned to testify before the investigating committee.

[The naval oil lease "scandal" in America, arising out of allegations of corruption in connec tion with the granting of Government concessions for oil leases at Wyoming has Decessitated the appointment of a special Senatorial committee of investigation which has summoned a number of eminent witnesses. The affair has already dramatic developments in the charges against Mr. Fall, former Minister of the Interior, and a Senate resolution demanding the resignation of Mr. Denby, the Secretary of the Navy.]. GOVERNMENT COUNSEL CHALLENGED.

WASHINGTON, February 15.

The Senate of committee has decided to in fom-President Coolidge that Messrs. Strawn and Pomerene are not acceptable as special Govem ment counsel. Mr. Coolidge has consequently with drawn Mr. Strawn's nomination, but not Mr. Pomerene's, as he considered that to evidence for disqualifying him had been produced.

PARIS, February 14.

That a change in the French Ruhr policy is not so Imminent as believed by the Opposition press appears from an article by Pertinax in the Echo de Paris declaring that the idea of a volte face on the part of M. Poincare is purely imaginary and assert- ing that France adheres to her irreducible minimum in the Ruhr. The article doubts greatly whether Mr. Ramsay MacDonald and M. Poincare will reach an understanding.

It is noteworthy that even supporters of the Matin's suggestion, like the Ere Nouvelle, emphasite that if France is prepared to abandon her economic system in the Ruhr and Rhineland she must main- thin military control. The Ere Nouvelle forecasts the possibility of a Franco-German commercial treaty..

The Matin is believed to be inspired by the President, M. Millerand, and the Echo de Paris by M. Poincare.

[Recent cables from Paris stated French opinion as regards the Ruhr policy was changing, judging from the consensus of articles in the Opposition Press, commenting on an article by M. Sauerwein in the Matin, which was believed to have been inspired. M. Sauerwein, after admitting that everything received by France had been swallowed up in military expenses, advocated an extensive modification, even the abandonment of the occupation of the Ruhr in exchange for a new system of guarantees, which would be placed in Inter-Allied, and not merely French and Belgian bands. He indicated that France would expect full payment through an international loan, and a' neutralised: Ruhr and Rhineland, If she consented. NATIONAL INTERESTS.

LONDON, February 14, In the House of Commons, replying to three questions as regards the Government's decision not to sell its Anglo Persian holding, Mr. Philip Snowden, Chancellor of the Exchequer, said the Burma Oil Company has apparently, been prepared to pay between 75s. and Bos. for the shares. This would have represented a profit of nearly 60s. on the original price, and about a sovereign on the current market price, on 5,000,000 shares:

The Government after full investigation, was satisfied that it would not have been in the national interest to part with the shares to a combine; also in particular tho naval interests, which the original investment in an independent oil company was made, would have been seriously prejudiced.

Mr. Snowden added that, as the existence of doubt in the matter was not fair to the Anglo- Persian Company, the British Govenment had no intention whatsoever of reconsidering its decision.

The. House of Commons concluded the debate on the Government's declaration of policy. The division was not challenged.

Mr. Ramsay MacDonald stated that the com mittee on Imperial defence was exploring the whole problem of defence in a much wider sense than hitherto and not merely from the viewpoint of the strength of the Army, the Navy and the Air Force but from the viewpoint of civil, foreign and Inter national policy.
