SYDNEY, Februally 10.8

Mr. Charlton, Leader of the Opposition in the

the opinion that the proposed Singapore base would incur the displeasure of the Japanese who have always played fair.

The newspapers publish additional details of Commonwealth Parliament, in a speech expressed the theft of aeroplane plans. The Russian foreman is named Mindouk. He is a former officer in General Wrangel's army and is father of the arrested woman; a typist said to belong to the Moscow police and to have been taken prisoner by the Bolshevists.

The new motor of which the plans have been stolen took two years to construct. It is claimed it would have revolutionised aviation.

It is stated that the police believe the plans were intended for the Soviet Government by whom they would have been communicated to Germany. It is numoured that much more serious activities by a band of German and Russian spies have been discovered.

[An earlier cable stated:-A French engineer, a Russian woman and a Russian foreman have been arrested in connection with the theft of designs for; new aeroplane engines at the Breguet Aeroplane Works. Correspondence seized shows that those arrested had relations with persons abroad.]

SWIMMING.

RUSSIA'S PROBLEMS.

RIGA, February 10.

A message from Moscow states that at a meet- ing of the Communist Executive M. Zinovieff said it, was imperative to follow Lenin's tactics. They must at all costs get closer with the peasantry, even if force were necessary. He foreshadowed that great cleansing operations would tend to destroy the Red Army and the State Political Depart- ment.

The meeting passed a resolution ordering the provincial communist branches to cease quarrell- ing and observe the strictest party discipline.
