Congratulations were extended to the Diocesan Boys' School at their annual Speech Day on Tues- day by the Hon. Mr. R. H. Kote- wall, an Old Boy. who was the distinguished guest. The proceed- ings were presided over by the Rt. Rev. the Bishop of Victoria' (Dr. Duppuy) and among the visitors were many parents and friends of the students.
After various reports had been given by the students on different branches of the school's activities, the Hon. Mr. Kote wall was called upon ic give his speech,
