CRISIS IN THE COMMONS,

LABOUR'S. NO-CONFIDENCE VOTE,

MOMENTOUS » DEBATE BEGINS. *-

MR. ASQUITH SUPPORTS MOTION.

(Router's Service to the China Mail)

LONDON, January 17.

In the House of Commons. Mr. I. R. Clynes moved a vote of non-confidence. Mr. Asquith advised all Liberals to support the motion.

DEBATE OPENS QUIETLY,

LATER

The Prince of Wales and the Duke of York entered the Peers Gallery as- Mr. Clynes was speaking on the Labour motion of non-confidence. The momentous débare opened quietly and there were many racant seats owing to the fact that a division had been arranged for Monday night Mr. Clynes' indictment of the Government's foreign policy did not raise a single Labour cheer. The first sign of life was when Mr. Clynes. arqused general cheers by references to the Dominions, He said Mr. Macdonald en Tuesday gave an assurance that the pledges so far made would be carried out and the House given a full opportunity of deciding the "important issues raised. Mr. Clynes' own view was that the Dominions trade showed substantial-opportunities-and-prospects of improvement.

BRITAIN'S DELICATE TRADE BALANCE.

ADVICE TO LABOURITES.

(Reuter's Service, to the 'China Mall,)

LONDON, January 17.

Sir Efe Geddes in a speech at the annual meet- ing of Federation of British Industries in London said he hoped the Labour Government, if it came into power would seek the advice of the Federation as its predecessors had done but to an even greater degree because the Labourites anyhow could not claim at present to have within their, ranks the experience which" older parties' had of superior direction of great industrial undertakings or ex- perience in governing. A serious problem would face any government which did anything to throw more men out of employment by upsetting the confidence on which British trade flourished in the world. The trade prosperity of Britain was at pre- sent balanced on a knife edge and very lite might turn the balance either way. Undoubtedly the advent of a Labour Government had caused un casiness. There had been nothing like a panic but a lot of investment was being done abroad, probably. to great extent foreign investment, and still capital was leaving the country. Industry and em- ployment would suffer and the purchasing power of the Home market would decrease. The position was very delicate and it was a time for careful and cautious statesmanship, not panic-mongering or wild talk. We must keep our heads and consider only the country's good.

The question was how far we could stimulate Dominions trade without "increasing taxation and disturbing the founda- tion of the fiscal system. We must enquire Japanese earthquake completely justifies the, Into alternatives, Transport improvements constituted one line of policy and perhaps substantial encouragement of Dominion fellow work ors might be found in revealing by enquiry or other wise the facts concerning where went the enormous difference between what the Dominions producer of food got for his labour and what the consumer hére paid for it.

They say that the recurrence of a volcanic disturbance after so short a period shows that were such claims met once possibly the occasion would short time and business on this princiole would arise for further similar demands within a very

become impossible. The business of the Companies if transacting ordinary fire insurance hitherto had been built on the solid rock of experience and scientific rating of risks and the Companies, if they departed from fundamental principles, would find themselves on shifting sands.

Mr. Clynes went on to say that such avenues of exploration should receive purely non-partisan attention (cheer) All the conferences hitherto had been a close Government preserve (cheers) Ignoring the growing interest of Labour. If we were to lift Dominions considerations to a non- -party level there must be far more conferences or non-party lines. The question of emigration was involved and the consequences of a voluntary transference of the population must be carried out on agreed terms. He was satisfied that such terms would benefit Labour both here and in the to the Singapore scheme, Col. Amery said the Dominions. The terms. must include adequate traicing and technical and general education for the new duties and satisfactory remuneration and security of employment for the worker before the lattor would agree to emigrate. He concluded by disclaiming any desire by the Labour party to foster class strife.

issues_of_national_policy_but_on_many_social_ and national questions there was room for co operation not only between the Liberal and Labour parties but also many Conservatives.

Party Conference Proposal.

Sir W. Joynson Hicks (C) stressed the country's emphatic rejection of any Socialist Gov- ernment in the elections and declared that the Liberal's action in putting Socialists into office would prevent the Liberal party from coming into "office for a hundred years (loud, Migisterial cheers).

Gaperal, Soely (L) suggested a conference of leaders of parties with a high judicial authority to consider the political situation.

A Conservative Amendment, Mr. Cooper Rawson (C), give notice of an amendment to the Labour no-confidence amend mant that before any Ministry founded upon principles of socialism fe formed a general election on the issue of socialism should be held
