FRENCH STIPULATION,

(Reuter's Service to the China Mod.)

PARIS, January 13, The hitch that has occurred in the Anglo-French negotiations on the subject of the Separatist move- ment is manifested by Lord Crowe's frequent visits to the Qual Doriny. It appears that Great Britain suggested independent enquiry on the spot bui France insists that the enquiry must be inter allled and declares that any British investigator must be accompanied by a French Officer.

RAILWAY MEN.

LONDON, January 10. The General Council of the Trade Union Con- grass has intervened in the railway dispute and has decided to appoint a committec to meet the railway managers and locomotive's Executive with a view to ending the deadlock or at least postponing the operation of the award and the commencement of a strike, pending negotiations.
