POONA, December 26. Sir R. Sapru in a presidential address to the All India National Liberal Congress urged the need of strong government action in respect of the Indians in South Africa. He suggested the raising of a tariff against South African coal, and a reduction of freights on Indian coal, thereby encouraging the local coal industry. He emphasised that the Liberals would not tolerate revolutionaries, but recognised the desirability of extending constitutional reforms.
