PARIS, December 21. The Government received a check on a show of hands in the Chamber of Deputies which, by 331 to 200 votes referred the Bill for an increase in payment to the public servants, owing to higher cost of living, to the com- mittee for further consideration.
The Government had proposed that the increase be 263,000,000 the Socialists francs, whereas demanded 1,160,000,000 francs.

CHESTER CONCESSION.
NEW YORK, December 20. Mr. H. G. Knowles, counsel to the Ottoman Development Company, has denied that the Turkish Government annulled the Chester Concession, but he said that a new company had been formed in Lon- don with a capital of £5,000,000, to finance the construction of the Samsunsiva railway, which his company decided not to overtake, Ultimately, the whole concession might pass into the hands of this company if his company should be usable to raise the necessary capital in the United States.-R.
