LONDON, December 15th. The German Charges d'Affaires, Von Hoesch and Roediger, waited respectively on M. Poincaré and M. Jaspar at Paris and Brussels to- day and made similar demarches i with reference to reparations and the Ruhr and Rhineland. Von Hoesch proposed the constitution of a commission with a view to restoring the administrative machinery of those districts M. Poincaré said it was impossible to discuss the powers conterred on the Reparations Commission by the Treaty and it would be impone sible for France to deprive her agents in the occupied territory of their proper authority. There could be no question of modiying the conditions under which the Interallid Rhineland Comm- sion administered the territory, and in order to avoid all possibi- lity of misunderstanding be requested Van Hoesch to prepare a written statement explaining the views of Lis Government. Voi Hoesch undertook to furnish a statement at the earliest possible
moment
M. Jaspar took cognisance of Roediger's declaration and stated that he would communicate with the French Government with a view to a reply.
According to a semi-official fore- cast, and Von Hoesche's written statement, which was presented yesterday, the Germans will re- peat their request for a reopening of negotiations between France, Belgium and Germany with a view to re-establishing normal ad- ministrative organisations in the Ruhr and Rhineland, and express a désire for a discussion of the whole question of reparations with the Allied Governments, in order to set forth conditions under which Germany, considers an agreement may be reached with France.
