WASHINGTON, December 11. In submitting the annual report] of the Commerce Department Mr. Hoover recommends legislation for revision of the navigation laws, control of Trafficby air and stabilisation of the radio service. He suggests that Americans rest- dent abroad and engaged in furthering American commerce should be relieved of Federal
taxation..
The report shows that during the fiscal year 1923-4 commerce generally has revived, prices are firmer and the nation prosperous. The huge export balances of the last few years had made America a creditor, instead of a debtor nation. It was now générally ac cepted that the hitherto normal excess of exports over imports nust ultimately shift to excess of import as America has a large balance to receive in payment of interest. Foreign capital issues in the United States amount to $395,000,000 as compared with $982,000,000 in 1921. Of American security investments. abroad last year, Latin American countries took $142,000,000, Canada $109,000,000, Europe $58,000,000, the Far East $45,000,000 and American posses- sions $41,000,000, The influx of gold for the year was $235,000,000 compared with $441,000,000 which was chiefly owing to the decline of A billion dollars in the excess of exports of merchandise over im- ports.
