MONROE DOCTRINE,
Philadelphia. December 1. Mr. Hughes, State Secretary, ia the course of an address on the centenary of the Monroe Doctrine, outlined its history, and explained how its polley hid harmonised with other policies of the nation, including the open door and the Integrity of China and the Far East. He declared that the United States had emerged from the War with the same aims as it went in: The United States, though victors, had not sought territory or general reparations. They desired to see France prosperous and secure, with her wounds healed and her just demands satisfied. Germany, united and prosperous, was mak- ing amends to the full extent of her power. They wished to see the fires of hatred quenched.
The United States Government was still opposed to alliances and refused to commit themselves in advance in unknown contin- gencies, and they reserved the judgment to act as their sense of duty permitted. They requested fair and equal opportunities in mandated territories, as the Allies had acquired them through Amerl can aid, and desired to co-operate in a peaceful settlement of ques- tions which were justifiable.
The United States would shortly seek to negotiate a series of most- favoured nation treaties with Latin American nations, not for pre- ferential treatment, but for equal opportunities with any other Power.
