LONDON, November 8 It is understood that a legal difficulty has arisen în regard to the Anglo-American compromise in respect of the twelve-mile limit, namely, the question of whether the effect of the projected treaty will be unconstitutional. Mr. Hughes does not unconsider the treaty would violate the constitution but the question can only be decided by a test case before the United States Supreme Court.
