BERLIN, October 29, It is officially announced that Herr Stresemann has appointed the Minister of Justice, Doctor Heintze, who is a member of the Peoples' Party to be Commissioner for the Reich in Saxony. General Von Mueller, Commander of the Reichswehr in Saxony, has prohibited meetings of the Saxon Diet

until convoked by the new Reich Commissioner.

LATER.

There is an open conflict in Saxony between Doctor Heinze, whom Herr Stresemann appointed Reich Commissioner of State in Saxony, with almost absolute powers, and the Zeigner cabinet which refuses to accept dictation from Berlin. Dr. Heinze, an ex-judge and formerly Minister of Justice in the last Royal Saxon Cabinet, has issued an ultimatum to Ministers to surrender office.

SAXONY HOLDS OUT.

BERLIN, October 29.

A message from Dresden states that, in com- pliance with orders from Herr Heinze, the members of the Saxon Cabinet immediately vacated the ministerial buildings, but immediately met in council elsewhere.

The Reichswohr seized the Parliament Build- ings and arrested some of the Communist deputies and leaders who were there.“

IMPERIAL CONFERENCE VIEWS.

LONDON, October 29. To-day's meeting of the Imperial Conference was devoted to replies by the Dominion delegates to the Indian speeches on October 24. The replies revealed a general agreement with the proposal submitted by Mr. Sapru that each Dominion should appoint local committees to investigate the possibi- lities of carrying out the 1921 Imperial Conference resolution. Mr. Sapra further suggested that these committees collaborate with a representative of the Indian Government having the status of Governor who would be assisted by a number of non-official Indians. It is believed that the only dissentient was General Smuts who not only disapproved but advanced the theory that the fact of being a British subject did not bestow the right of franchise in a Dominion. It is understood that the Duke of Devonshire, while agreeing with Me. Sapru's pro- psal, intimated that the British Government was not prepared to go back on its Kenya decision.

RHINELAND HIGH COMMISSION.

AGREEMENT WITH KRUPP.

The Rhineland High Commission has reached an agreement with Herr Krupp for the payment of one half the firm's coal-tax arrears forthwith. The remainder will be paid later.
