REPARATIONS-PROBLEM.-----
LONDON, October 27. Britain has received French assent to the International Com nittee, but it is generally admittedl that the nature thereof puts a full dress conference on reparations out of the question. The next step expected is that the Reparations Commission will invite the Ameri- can and Allied Governments to sit on the proposed committee.
A number of London news- papers are at present sceptical as to the outcome of the negotiations regarding the Reparations Con ference on account of the inita- tions the French have placed upon its scope. It is pointed out that the French offer in no wise approximates to General Smuts' suggestion. It is recalled that the conference of bankers last year failed owing to the attitude of the French delegate on the Reparas tions Commission, On the other hand, opinion in America, as revealed in Washington telegrams, is favourably impressed with thei French reply.
Official quarters are confident that the bridge created is likely to lead to practical adjustment. Fears were previously prevalent that France might make acceptance .conditional on the United States
becoming a full member of the Re-! parations Commission, which would ' consolidate President Coolidge's · opposition and doom his efforts to ¦

The French High Commissioner has been ordered from Paris to acknowledge the legality of the Separatist movement. The econo mic situation remains most critical. Hugo Stinnes and other industrialists, after con- ferring with Chancellor Strese- mann, have re-opened negotiations with General Degoutte, on the out- come of which depends the closing of the mines.
While the deadlock between the Imperial and Bavarian Govern- ments continues, the former is drastically dealing with Red Saxony. The Reichswehr is carry- ing out wholesale arrests. in domiciliary searches.
WASHINGTON, October 27. Although the German appeal for food has not been received official- ly, President Coolidge believes _that_iconditions' develop on the. lines forecasted by Americans re- Cently returned from Germany, the United States will generously respond.
