The Separatist movement hitherto, has lacked Homogeneity, apparently through the divergent attitudes of the leaders (S neets, Mettes, Dortch and Deckers).
Disturbances have broken out at Hamburg över discontent at the food prices. Crowds plundered the food-shops, stormed and captured police stations, but later were ejected by reinforcements.
STRIKE IN SAXONY?
DRESDEN, October 23.
A committee of action has been formed here. It is empowered to call a general strike throughout Saxony.
A Munich message states that Voa Lossow has sent an appeal by wireless to the Reichswehr garrisons throughout Germany to rally to the aid of the Bavarian Government in the defence of oppressed Germany.
NEGOTIATIONS BREAK DOWN.
BERLIN, October 23.
The Vassische Leitung's correspondent at Gen- senkirchen reports that yesterday's negotiations be tween the Ruhr magnates and the French authorities have broken down. The industrialists declared that resumption of work was impossible on the French terms.
The reconomic turmoil is increasing Herr Stresemann's preoccupations. Strikes have already broken out in the shipyards at Himburg and among the coal-miners of Central Germany for increased wages. The Berlin workers have threatened a joint strike within three days, failing the introduction of a scheme of payment in stable currency.
A telegram from Essen states that the Thyssen Works at Hamborn have closed down, owing to financial difficulties, throwing 13,000 hands out of work.
All the bakeries in the capital have been looted. The Government has prohibited the display of the Red Flag.

Mr. Zoru, speaking here at the meeting of the Rubber Shareholders Association today, said the most striking feature of the whole position was the manner in which the price of rubber had steadied. An unknown factor, said Mr. Zorn, was the future consumption by America, but he saw no grounds for alarm.

RESOLUTIONS RE SHIPPING.
LONDON, October 23.
The Economic Conference to-day resolved: (1) Regarding the established practice not to discriminate between flags of shipping in Empire. ports, there was no intention of departing therefrom as regards countries treating ocean-going shipping, under the British Flag, on a footing of equality with their own shipping,
(2) In the event of any foreign country attempt- ng to discriminate against British shipping in the future, the governments of the Empire would consult together to seek the best means of meeting the situation.
Two further resolutions for continuing the imperial Shipping Committee on an imperial basis were passed. The committee had a conference in the afternoon and discussed the mandates. Com- plete secrecy is maintained as to what transpired.
