Mr. S. M. Bruce, according to Reuter, hoped the dominions would endorse the principle of one empire, one navy, because the maiitenance in un- impaired strength of the authority of the Empire's navy, was a matter of the utmost contera to every British country, since the navy had to safe guard trade routes over the wide world: He pointed out the need of expenditure no longer arises in connection with shipbuilding competition with other. Powers, except for modernising fuel stations, and re-equipment of naval bases. Hu declared that with. out a base in the Pacific, which would permit of docking modern capital ships, both the Pacific and Indian Oceans would virtually be closed to the British fleet, The Washington ratio was ineffectual in the Pacific so far as the British Empire is concerned.
