At the fifth commission assembly of the League Mr. Chao Li Siu Chu paid tributes to the work of Dr. Nansen for Russian refugees and emphasised that the Chinese Government and people had done their best to take care of Russian refugees in China but owing to their continual arrival the local authorities had experienced some difficulty in dealing with the problem. He declared it was the duty of the League to help Russian refugees even if the burden became heavier than it had been in the past few years. Therefore be proposed that the work of the High Commissioner for Russian refugees should be cons tinued and that ample appropriation funds should be made for the High Commission.
