LONDON, September 10, There is a fresh cloud in the European sky arising from the Fiume complications between Italy and Jugo-Slavia not being dispelled. From | latest news it is understood that the Belgrade Government is decided that it is quite unable to agree to Italy's proposal that Porto Barros and the Delta should pass under the sovereignty of Jugo Slavia, but remain indissolubly bound to the City of Fiume for ninety-nine years, particularly as the treaty of Rapallo recognised the Italian "character" of Fiume. Tho Jugo-Slav Government therefore is requesting an extension of the Italian " Ultimatum beyond September 15 in order that negoli tions may continue and if necessary have the whole question referred to Swiss arbitration,

The German Government's policy in the Ruhr was explained to a deputation from the International Women's League of Peace and Liberty by Minister Sollmann on behalf of the Chancellor. Herr Sollmann said the pivot of the present situation was a Franco-German understanding with the ongnisands of the other extencestates. A Franco-Geromans, and p standing must be reached very shortly; otherwise the whole of Central Europe would be endangered. *** Weare ready to enter into any agreement with the entenia, especially France, that will ensure that the Rulir and Rhineland will be shortly again under full German control. This is attainable only by great exertions in German economic life. We are ready to make these axertions but refuse to agree to cop ditions which mean dismembergent of the Reich. Germany's desire for an understanding is greatly hampered by French anaeches demanding uncondi
anal capitolation. The Ruhe is a task for the friends of peace to influence French policy to enter the path of understanding in the few weeks still remaining."
