Speaking at the inauguration of a War Monu ment at Danvillers, M. Poincaré, declared that German resistance in the Ruhr was beginning to collapse spontaneously. Herr Streseman now offer- ed other guarantees than the Rubr and the railways in occupied territories but a bird in hand was worth two in the bush. The proposed guarantees would add nothing to the general mortgage on all the property of the German states conferred by the Treaty. France preferred the positive sureties which she had in hand to these theoretic rights. She would not abandon them for general güir- antees excellent on paper but unproductive in prac- tice. "We wont realities and we shall only leave when we are paid."
AT THE CROSSROADS.
M. Poincaré said that Herr Stresemann's pro posal for the collaboration of Franco-German industries as a preliminary to settlement of repar ations was putting the cart before the horse. It was true that as Germany produced coal and France ore it would be advantageous to the industries of the two countries to come to an understanding some day but Frenchmen, though most interested in these economic conventions, realised it was their duty firstly to allow the French Government to ob- tain positive results in the reparations problems, When France saw Germany sincerely determined. to settle the paramount question of the rebirth of the devastated regions and give something besides promises for France's security, France would con- sider without prejudice the possibilities of conclad- ing economic treaties but Germany must begin by showinggoodwill and decide finally to make a seri ous effort to pay her debts. Germany is at the crossroads. If she wishes to save herself there is still time but if she persists in her methods she will bring upon herself catastrophes for which we will not be responsible."
GERMANY REDUCES RUHR EXPENDITURE.
BERLIN, September 9.
The Imperial Economic Council carried a resolution in favour of immediately reducing "expenditure in respect of the Ruhr fight" to a absolute minimum. The distribution of the money earmarked for this purpose is to be entrusted to a committee of members of the Government and re- presentatives of various political economic bodies vested with dictatorial powers.

SENSATIONAL ALLEGATIONS MADE,
NEW YORK, September 9, The United mine workers of America have published the first of a series of six articles support- ing the allegation that Communist forces under the direct supervising of the Moscow Government are seeking to overthrow all the American Governments and establish a Soviet dictatorship by gaining con-, trol of the labour organisations by "boring from within." It is alleged that the Communists fomented the steel strike in 1910, the switchmen's strike in 1920 and aided the railway shopmen's strike last year and committed many outrages.

BERGAMO, (ITALY), September 9. The Channel swimmer Tiraboschi is a native of Bergamo where he had a great welcome. He was received in the Town Hall by the Mayor and the President of the Athletic Club presented him with a large gold medal.

MILAN, September gaa Before a quarter of a million spectators fourteen Italian, French, American and other cars, started by Signor Mussolini, competed for the Motor Grand Prix of Europe on the Monza track, Salmano, driv ing a Fiat, won a great race, covering eight lundred. kilometres in 5 hours 27 minutes 38 seconds. He was followed 24 seconds later by Nazzaro on a Fiat, Murphy on an American Miller was third.

The newspapers rejoice at the decision of the Ambassadors' Conference which is described as a triumph for the Italian contentions. They praise the energy and firmness of Signor Mussolini.
CORFU AND EVACUATION.
PARIS, September 9, Greece's acceptance of the Ambassadors' terms does not mean the immediate evacuation of Corfu judging from despatches from Romie which leave little doubt that Signor Mussolini will only evacuate after Greece has completely carried out the terais, including trial, and punishment of the guilty which may take some weeks,

PACIFIC MAIL LINE'S MISHAP.
LOS ANGELES, September 9. The American steamer "Reno" wirelesses that she has rescued the passengers and most of Cuba" (the the crew of the Pacific Mall liner ex-German "Goblenz") but nine of the latter are missing in an open boat. The "Cuba" is ashore on reef near San Miguel island and will, it is feared, be a total loss.

U.S. MINING DISPUTE SETTLLEMENT.
HARRISHURG (PENNSYLVANIA), Sept. 8. Representatives of the miners and mineowners in the anthracite fields have signed a two years' contract embodying a ten per cent increase in wages and an eight-hour day subject to the approval of the miners' convention at Scranton on September 17. The men's leaders are confident operations will be resumed on September 19.

CONFERENCE WITH CANADA.
WASHINGTON, September 9.
The State Department announced to-day that
a formal agreement had been reached with the Canadian Authorities for the holding of a conferen- ce at Ottawa shortly in connection with the problem of smuggling liquor into the United States.
The British Chargé d'Affaires at Washington bas given his assurances that the Dominion Government is desirous of cooperating as far as practicable, to prevent rum-runding.
Secretary Hughes has replied that the attitude of the Canadian Government is deeply appreciated.
AMERICAN NAVAL DISASTER.
LOSS OF LIFE.
SAN FRANCISCO, September 9. American Naval disaster occurred northward of Santa Barbara where a flotilla of seven destroyers which left San Francisco for Santiago on Saturday went ashore in the fog at Honda Point. All vessels are badly damaged and it is feared some are total losses. Twenty lives have been lost.
