LONDON, August -2. A White Paper has been published containing the recommend ations of the National and Imperial Defence Committee on the relations between the Navy and the Air Force, which, in the words of the sub- committee presided over by Earl Balfour, have given "a somewhat acuto controversy,"

The Sub-Committee after sifting the claims of the rival forces and the present system of co-operation as regards the fleet and the air arm, did not thinks complete severance possible. It recommended that air officers should be appointed to the naval warstaff and that the relations between the Admiralty and Air Ministry should be defined, The recommendations can be regarded as a compromise.

SINGLE AIR SERVICE.

LONDON, August 2. In the House of Commons, Mr. Baldwin stated that the Goven- ment had adopted the recommendations of the Imperial Defence Com- mitice cabled earlier. He emphasised that the committee had unani- mously come to a conclusion in favour of the principle of a single air service with provisions to meet the Admiralty's objections particularly securing for the Admiralty absolute control of all the fighting equip ment of the fleet and carrying out reconnaissance by naval officers.

Mr. Baldwin declared that a single air service was necessary on the grounds of efficiency and economy.

[Mr. Garvin, Editor of the Observer, definitely asserted that Admiral Beatty and other Sea Lords had intimated regretfully that they would feel bound to resign in a body if henceforth they were to be subordin- ated to the Air Ministry on this definite matter of Naval concern which was vital to the efficiency of the Fleet]

missioner, announces that he has warned the officials of all trans- Atlantic lines against a repetition of yesterday morning's race to the quarantine station "when thirteen liners endangered the lives of thousands of passengers."

According to the masters of several steamers, they raced up the narrow at a speed of over fifteen knots so closely abreast that the passengers in different ships could almost touch hands. Collision anywhere would have affected many vessels.
