Sir-The most sensational” in- cident of this week might probably be the release of the two Chinese detectives from prison, who were given, a short period pach for brutally assaulting a Chinese coal merchant recently. It recalls the action of Dr. Sun Yat-sen setting at liberty the head of the Seamen's Union, who murdered his wife-in Canton during the recent labour troubles..

In cases where a sentence is to be commuted strong reasonable gmunds must be presented and made known and in this detectives' cap, I am of the opinion that as the evidence before, the Court became convincing enough as to warrant the two detective receiving their Aug. term of punishment, what reason- able grounds there are for the GS. P. to appeal to the Crown for the commutation of the men?

Has the C.S.P. a doubt that the complainant in the case was not assaulted by his men?

As far as I have observed, the Chinese detectives seem to do as they please, and I should only im- gine that they do nof receive advices from their superior officers, as to behave decently when they are searching suspects in the streets and to treat arrested persons in the best possible manner, that is to say, escort them up to the station without delivering blows on them.

The C.S.P. requires to be told that the detectives use bnual force towards prisoners while bringing them to the station, and as I have been a witness to many such in cidents, I like the C.S.P. to see that this habit does not come up again before the public eye.

There is either a belief or a doubt in every case and' in the present instance, I am at a loss to understand why must the evidence of the detectives be convinced as the real truth and that the sentence as passed on them should be com- muted, if only because they are in the Police and do no wrong.

Yours, etc.
