PARIS, July 22.

M. Poincaré, in a speech at Villers Cotteret, emphasised that German economic reconstruction was proceeding at the expense of the Allies organist tion. German industry should be controlled and all forms of production should thus be held as monopoly of national wealth. The German industrial leaders were the masters of the Berlin Government and the German Press.

They were subjecting the German Republic to new caste as haughty and as violently opposed to the liberties of the people as the Junkers. The definite installation of this regime of economic and social oppression in the centre of Europe was utterly incompatible with the traditions of Britain and France and was contrary to the democratic ideas of which they had hitherto been the best guardians in Europe.

If Germany's capacity to pay was imprudently enclosed in a fixed and permanent frame she would quickly evade their arbitrary measures, reconquer economic supremacy and impose upon the world the most retrograde and the most immoral policy. The Allies must unite more closely than ever to avert this peril.

The Trial of Tilasky on charges of fraud jovolving 200,000 francs ended with Tilinsky being sentenced to six years' imprisonment. His accom- plices, M. and Mmc. Schwenke, wore sent to jail for eight months and three years, respectively--all | in contumaciam.

Tilinsky, who claimed payments from the Japanese Government for services which he alleged local tribunal charged with fraud in Berne and led to the fall of Port Arthur, appeared before a Zurich, involving 200,000 francs. Tilinsky, in his defence, refered to the Port Arthur affair, and he maintained that he had a claim for 130,000,000 yen bonds given in payment for services rendered by against the Japanese Government on account of fumishing plans of the mine fields of the defending fortress.]
