AN ALLEGED BPY'S PAY.
LONDON, July 11. Bernes Tilinsky', whose account of alleged payment of bonds by the Japanese Government for services which ha alleged led to the fall of Port Arthur, attracted attention, some months ago, as appeared be fore, a local tribunal on charges of fraud in Berne and Zurich, involv- ing 200,000 francs.
Tilinsky, in his defence, refers to the Port Arthur affair, and he main- tains that he has a claim for 130 million yen against the Japanese Government on account of bonds given in payment for services fan- dered by furnishing plans of the anine fields of the defending fortress.

LONDON, July 11. Viscount Grey, referring to the proposed-naval base at Singapore, * thought it ought quite frankly to be admitted that the contingency in view was the possibility of war, in the future, however remote, with Japan. He trusted that the memory of the Anglo-Japanese All- oney would remain in both countries and make a conflict exceedingly un- likely. Both were members of the League of Nations and could not go to war against each other with out violating their word in signing the covenant. Was the Gover- ment perfectly pounded that a Singapore dock was a better way of protecting Australia and New Zea land than naval bases in those coun- tries themselves? In the unlikely contingency of an Anglo-Japapasa conflict was it humanly absolutely certain that it would be a racial con- flief in which the United States would be involved on the same sido? He was not at all clear that to spend money on a Singapore dock would be the best way to prepare for thist contingency, or that it was not going to make matters worse. He suggested that it was calculated to evoke corresponding expendituro by: other Powers and load to further in- crenses, and thus defeat, in the long. run, the very objects which the Washington agreements were do- | signed to secure,

Lord Jersey said that the Jockey Club takes no cognisance of any disputes or claims regarding bets, but it would exclude from the racecourses defaulters reported by the committee of Tattersall's. Stewards of the club, however, might take action on their own account if flagrantly dishonest betting on a racecourse were brought to their notice.
If betting were made illegal, racing might still be carried on, but he saw no possibility of pre- venting people from betting on races. The Jockey Club had no means of estimating how much, money changed hands on race- courses in belting.
The Hon. Trevor Bigham, assist. ant to the Commissioner of the Metropolitan Police, said there are in the Metropolitan Police aren about 800 credit book-makers- people with offices-carrying on a Iegal business, and about 050 street bookmakers who employed about 5,000 other persons and whose business was illegal. London was thus" riddled with street betting." especially in some districts, to combat which the uniformed policeman was practically useless, whereas few other policemen were fitted for the work, which was not popular in view of public opinion that betting was not a real crime. The public would not, help the police in casca of street betting.
Mr. Bigham said he thought the increased number of prosecutious was due to increased belting, which was noted in 1922, although thore was less money about and more unemployment. He did not think it possible to stop betting by faw.
Sir George Hamilton, M.P., said that to his mind the chief evil of betting was its effect on women,
